Those Creepy Costumed Characters in Times Square are Out of Control

"Quirky is fine. Creepy is not," Tim Tompkins, president of the Times Square Alliance tells the New York Post.

He's talking about those costumed characters who descend upon tourists, make that anyone, in Times Square. An astonishing 47% of New Yorkers say they have an "unpleasant interaction" with these hustlers. A Times Square Elmo was busted for grabbing a 14-year-old girl's rear end.

That's not all. Periodic spot checks found 24 unwanted touches per hour during the busiest times of the day.
